Acknowledging and understanding the process of allocation of shared waters, particularity groundwater resources, requires much more than science to assess, and much more than national policies to address. Communication, cooperation, negotiation, flexibility, adaptability, willingness and trust are just a few elements necessary to guarantee the development of productive science and the effective applicability of transboundary management policies.

“Transboundariness” as introduced by Sanchez & Eckstein in 2017, measures the environmental, social, political, economic and hydrogeologic conditions of an aquifer at binational/international level, adding the transboundary element into the analysis, redefining its value as a geo-strategic resource. It is a measure of the implications of having and aquifer than happens to be shared by two or more countries.
